Understanding the EU’s AI Act from a Taiwan perspective

The EU’s AI Act is the first-ever legal framework on Artificial Intelligence, which addresses the risks of AI and positions Europe to play a leading role globally. The act aims to provide AI developers and deployers with clear requirements and obligations regarding specific uses of AI. At the same time, the regulation seeks to reduce administrative and financial burdens for business, in particular small and medium-sized enterprises (SMEs). The aim of the new rules is to foster trustworthy AI in Europe and beyond, by ensuring that AI systems respect fundamental rights, safety, and ethical principles and by addressing risks of very powerful and impactful AI models. But what are the implications of the act for European and other multinational companies abroad or those doing business with Europe or European business partners?

At this event, our guest speaker, Tseng Ken-Ying will provide a comprehensive overview of the recently approved EU AI Act and its legal framework, delving into the key provisions of the act and explaining its requirements regarding the development and application of AI technologies. In addition, Isabel Hou will share her insights from a Taiwan perspective on the EU AI Act and the AI governance framework for Taiwan.

About the speakers

Tseng Ken-Ying is a Partner at Lee and Li, Attorneys-at-Law, specialising in mergers and acquisitions, personal data protection, e-commerce, the laws of the Internet, telecommunications, and technology. Her technology practices cover artificial intelligence, fintech, OTT, e-payments, P2P lending, the sharing economy, domain names, e-signature, cybersecurity, e-trading, ICP, MOD, cable TV, and satellite TV. She also advises clients on corporate governance, general compliance, offshore and onshore listing, employment, and pharmaceutical-related matters. Ken-Ying acted as a special advisor to the Taiwan government with regard to personal data protection matters. She is a supervisor of "National Information Infrastructure Enterprise Promotion Association", a member of the International Affairs Committee of "TWNIC", a director of the "Secured Online Shopping Association", and a supervisor of the "Taiwan Internet and E-commerce Association". She holds law degrees from National Taiwan University and an LLM from Harvard Law School.

Isabel Hou is the Secretary General of the Taiwan AI Academy. She is a seasoned attorney focusing on technological innovation and intellectual property law and has served as a legal counsel for various government programs, prestigious companies, and NGOs in Taiwan since 2000. She serves as a committee member of Taiwan’s Open Parliament Multi-stakeholder Forum from 2019-2022.
