According to Taiwan’s Ministry of Interior statistics, the number of births on the island in 2023 decreased by 2.5% from 2022 to 135,571, setting a new low for the eighth consecutive year. Taiwan’s peak demographic dividend, when the number of people of working age is the highest, has already passed and is getting progressively worse. The situation is exacerbated by the tendency of women who wish to give birth quitting their jobs to take care of children as well as working women in their 50s retiring early to help take care of their grandchildren. The departure of both young and mature talent from the workforce not only deprives enterprises of talent but also increases the costs and workload related to recruitment and training. All of these factors combined are making it increasingly difficult for enterprises to find enough employees. What can be done to address these negative trends? What is the role of government? What is the role of enterprises?

At this event, our guest speaker, Bright Lee, the Chief Editor of Global Views Monthly, will give a summary of results of the magazine’s recent survey and research on the impact of Taiwan’s demographic trends on the workforce and companies, the impact of the trends on corporate competitiveness and how companies should respond. In addition, Tsai Yu-lin, the Founder of Seek and Find Social Enterprise Taiwan, will talk about why Taiwan faces more pronounced work-family conflicts than Europe and America and what measures companies take to support pregnant employees and young parents. Our third speaker, Howard Shiu, Partner at Baker McKenzie and Co-chair of ECCT HR Committee, will share fundamental legal structures and policies and outline what can companies do under these legal frameworks. Following their presentations, speakers will engage in a short Q&A discussion.

 

About the speakers

Bright Lee has been the Chief Editor of Global Views Monthly since 2020. Established in 1986, Global Views Monthly has become one of the most renowned finance and business media groups in Taiwan. In line with readers' needs for in-depth insights, Global Views Monthly has been transformed into think tank-based media and Bright Lee repositioned as Chief Editor of Research since 2024. Earlier in his career, Lee served as Chief Editor of Business Today and Director of the Mass Communication Center for Yung Ching Rehouse Co. He also worked for several finance and business media groups. In 2014, he won the most outstanding prize for Consumer Rights Reporting for feature articles on the greedy deception of the “black-hearted” edible oil merchants. That same year, he was honoured at the Society of Publishers in Asia (SOPA) with an award for Editorial Excellence, one of the highest recognitions in Asia, for his exclusive reporting of fatal and horrible ingredient. Lee graduated from the Department of Mass Communication at Tamkang University and is currently studying for an EMBA at National Taiwan University.

Tsai Yu-lin is the Founder of Seek and Find Social Enterprise Taiwan, established in November 2016 to advocate for family-friendly workplaces. And the Seek and Find won the recognition: ‘Healthy Women, Healthy Economies’ Research Prizein October 2020, The Asia-Pacific Economic Cooperation (APEC) (A research project in collaboration with the research team led by Professor Lih-Rong Wang of National Taiwan University. Tsai is Taipei City Government Gender Equality Committee Member since 2023.She is an alumnus of the Department of Business Administration at National Taiwan University.

Howard Shiu is a Partner at Baker McKenzie. He concentrates his practice on labour and employment laws and dispute resolution. He was recognized as a Band 1 Lawyer by Chambers Greater China Region Guide (2024) and Recommended Lawyer by The Legal 500 Asia Pacific (2024). He has considerable experience assisting and representing local and foreign corporations in labour and employment matters, including resolution of labour disputes, employment issues in merger and acquisition transactions, negotiation of collective bargaining agreements with unions, mass severance, and compliance of employment regulations. As Co-chair of the ECCT HR Committee, he has participated in various discussions with central labor authorities, esp. National Development Council. He holds LLB and LLM degrees from National Taiwan University and an LLM from New York University.
