The world's electric vehicles are growing and will top 300 million shortly after 2040, according to the International Energy Agency (IEA). Many countries are committed to banning internal combustion engines altogether, including England, Germany, France, Norway and even China. Except for Norway's aggressive goal of banning the sale of fossil fuel-burning cars and vans in 2025, other governments are looking towards 2040 as that start date.

In 2017 December, Taiwan also initiated a new campaign against air pollution, that all buses should be powered by electricity by 2030, the sale of motorcycles using fossil fuels should be banned by 2035 and the sale of such cars by 2040.

According to Taiwan's Executive Yuan, the transportation policy would include a timetable and a realistic process be discussed by relevant businesses. As such, on 13 Nov. 2018, the ECCT's Low Carbon Initiative (LCI) together with Advanced Public Transportation Research Center (APTRC), National Applied Research Laboratories (NAR Labs), EUTW, and TUV Rheinland, will organize the Taiwan-Europe EV Forum「台歐電動車前瞻技術與發展趨勢論壇」, inviting the Ministry of Transportation and Communications (MOTC), Industrial Development Bureau (IDB) under the Ministry of Economic Affairs, and industry experts from ABB, CPC Taiwan, ENERCON, Delta, TUV Rheinland, STMicroelectronics, to realize Taiwan's EV policy and discover opportunities for Taiwan's EV industry.
