The government has demonstrated its commitment to energy reform and sustainable energy.

However, the government has already missed its initial targets. According to data from state-run utility Taiwan Power Company (Taipower) only about 6.5% of the total electricity generated in 2016 was from renewable sources, including hydro-electric power. If Taiwan is to reach its targets, concrete action is required on a number of fronts. European companies have the most advanced technology and solutions to help Taiwan to increase energy efficiency in industry, buildings and transportation. And European countries have found the best workable and affordable policies that streamline the process for renewable energy projects, encourage innovation and expedite the shift to a low carbon economy.

These could be shortened significantly by streamlining the processes. In addition, there is a lack of coordination among central government agencies when formulating policies that are meant to help reach the 2025 targets. Currently different ministries pursue different development goals, which are hampering the progress towards the 2025 goals. In addition, the necessary investments in grid infrastructure, to quickly allow the adding of renewable energy capacity, have not yet been forthcoming. In terms of legal certainty and policy, while we welcome the direction of energy liberalization and energy transition enshrined in the Electricity Act amendment, the amendment has also generated uncertainties and left many essential details undefined. What is needed is a coordinated cross-ministry approach, working in partnership with private sector players, to resolve all the current difficulties and speed up the roll-out of renewable energy infrastructure. However, Taiwan lacks appropriate policies and a blueprint to implement energy storage systems in Taiwan’s power grid. This should become an integral part of the government’s energy security planning. Moreover, while the government is promoting environmentally-friendly vehicles, Taiwan currently lacks an adequate charging infrastructure, which will be required to meet the needs of battery-electric vehicles, both public electric buses and private cars.

Construction of new charging stations in line with international standards should be integrated into Taiwan’s national traffic infrastructure development plan.
