In recent months\, for example\, the Ministry of Labour has taken action to introduce more flexibility into labour laws. In particular\, employees working in the wind farm industry have been added to Article 84-1 of the Labour Standards Law (LSL) as a category of employees eligible for partial exemptions to strict working hour regulations. Companies in the wind energy industry have welcomed this move that will make life easier for them and their employees. \nBut ECCT members continue to urge further reforms to meet the needs of the modern economy. The Covid-19 pandemic has shown that many job functions can be performed remotely\, and employees can be relied upon to meet job requirements without constant supervision. Yet\, Taiwan maintains strict requirements for recording working hours. In addition\, the rise of the gig economy have shown that the neither of the traditional categories of employees nor independent contractors are suitable for these types of workers that want to enjoy certain freedoms in their work arrangements as well as minimum employment benefits (such as statutory social insurance schemes). Taiwan also maintains complex and cumbersome visa application requirements\, which makes it difficult to hire foreign talent. At this event\, our guest speaker will give her views on the future direction of labour reforms. Among other topics\, she will talk about reforms to ensure basic protections to all workers while allowing flexibility for employers\, appropriate labour laws for the gig economy and remote working\, and reforms to attract and maintain for foreign talent in Taiwan. \nAbout the speaker\nHsu Ming-chun has been the Minister of the Ministry of Labour since 2019. She is a certified lawyer. Prior to her current position\, she was Deputy Mayor of the Kaohsiung City Government from 2016-2018. From 2009-2013 she served as the Director-General of the Legal Affairs Bureau in the Kaohsiung City Government and from 2008-2009 as Director of the Kaohsiung’s Information Department.
