Steven Shih Chen is a Taiwan-born Silicon Valley internet entrepreneur who is one of the co-founders and previous chief technology officer of the video-sharing website YouTube. He has since gone on to start and run several successful video sharing companies, among other ventures. He is currently living in Taiwan and the co-founder of Draco Capital Partners, a fund management company that utilises AI and big data to make optimal investment decisions in changing market conditions, with Jack Fu. At this event, the first in a series of activities featuring the next generation of business and Taiwanese leaders, guest speakers will engage in an informal and interactive fireside chat with the moderator and answer questions from the audience. Steve Chen will be joined by Chen Liang-gee, former minister of the Ministry of Science & Technology.

Among other subjects, they will discuss the following:
• The future of the internet and the digital economy: how to spread the benefits and limit the risks
• The advantages and limitations of user-generated business models
• The role of regulation: Balancing free speech and free markets
• What’s next for machine learning and should we be worried about AI?
• The potential of blockchain technologies

About the speakers
Steven Shih Chen was born in Taiwan and emigrated abroad with his family at a young age. He studied computer science at the University of Illinois at Urbana-Champaign and graduated in 2002. Chen was an employee at PayPal and an early employee at Facebook. At PayPal he met Chad Hurley and Jawed Karim whom he partnered with to set up YouTube in 2005. A year later, in 2006, they sold YouTube to Google for US$1.65 billion. He went on to co-found AVOS Systems, Inc. and built the video-sharing app MixBit. He joined Google Ventures in 2014. In March 2019 he became advisor to Theta, a new peer-to-peer video streaming network that uses blockchain technology. He co-founded Draco Capital Partners, a fund management company that utilises AI and big data to make optimal investment decisions in different market scenarios, with Jack Fu. Today, the partners are leading a group of analysts, data scientists, and computer engineers to launch their first fund, Draco Capital Macro Quant Fund. The fund is focused on achieving absolute returns, no matter the economic conditions.

Dr Chen Liang-gee is currently a Distinguished Professor in the Department of Electrical Engineering at National Taiwan University. His major research areas are DSP IC design, video signal processing and bio-signal processing. He was also recently hired as a company advisor for CloudMile, a cloud and AI company that helps businesses to accelerate digital transformation through cloud technology and machine learning. He was formerly Minister of Taiwan’s Ministry of Science and Technology.
