Introducing Taiwan’s T-REC system

More than 800 million kilowatt-hours (kWh) of green energy has been sold through the Taiwan Renewable Energy Certificate (T-REC) programme to date, according to the Bureau of Standards, Metrology and Inspections (BSMI). This has been spurred by an increase in demand for renewable energy by large power users in Taiwan and enabled by an amendment last year to the Renewable Energy Development Act, which allows independent power producers to pursue corporate power purchase agreement deals with the option to revert to selling their electricity to Taiwan Power Company at any time at the same initial feed-in tariff (FIT) rate.

The T-REC system was established to support the Executive Yuan's 2025 goal of achieving at least 20% of the total power generation from renewable energy, and to decrease the dependency on imported energy, to drive the renewable energy industry, to ensure stable electricity supply, to speed up the process of opening renewable energy electricity market, and to promote energy saving and increase efficiency. The T-REC system is recognised by international organizations such as RE-100, Electronic Product Environmental Assessment Tool (EPEAT) and the Carbon Disclosure Project (CDP).

At this event our guest speaker will introduce Taiwan’s T-REC system and explain its benefits to renewable energy providers and energy users.

Among other topics he will cover will include:

  • An introduction to the T-REC system
  • What systems qualify for T-RECs. Does it include biofuels or energy produced from incinerators?
  • Future policy plans and direction for the green energy market in Taiwan.

About the speaker

Huang Chih-wen is the Director of Taiwan’s National Renewable Energy Certification Center (T-REC), directed by the Bureau of Standards, Metrology and Inspections (BSMI), under the Ministry of Economic Affairs (MOEA). Prior to his current position, he worked in the 5th and 6th divisions of the BSMI. For the BSMI he has worked as an ISO 9001 Senior Auditor for the National Standards Technical Committees, the Committee for Conformity Assessment of Accreditation and Certification on Functional and Technical Textiles and the Taiwan Accreditation Foundation’s technical committee for ISO17020. He holds a bachelor’s degree from the Department of Mechanical Engineering at the National Taiwan Institute of Technology (NTIT), the predecessor of the National Taiwan University of Science and Technology.
